I am wondering if you would kindly respond to a question I have. My niece lives in New York in an abusive relationship with her boyfriend and the 2 year old child of this abuser. If she left for a shelter in New Jersey, would this person be able to make claim that his daughter was kidnapped?

Thank you for your help with this question. As her aunt, I am trying to figure out some direction for her. God bless you always for responding and being a kind and caring person. Thank you from my heart.
